In those days Caesar Augustus issued a decree that a census should be taken of the entire Roman world. And everyone went to their own town to register.

Caesar Augustus was the ruler of the whole Roman world. He wanted to count his people, so he made everyone travel to their family’s home town. Caesar thought he was in charge. The Bible tells us that God is the “Most High”, he is really the one in charge.
